The Energy Marshal coordinates and controls electrical-energy activities but does not replace the

electrical contractor’s competent/qualified persons, the commissioning authority, the engineer of

record, or the owner’s operational authority. The project-specific responsibility matrix should

clearly define who prepares, reviews, approves, performs, witnesses, and accepts each

energization and switching activity.

• Develop, maintain, and enforce the project Electrical Safety and Energization Plan.
• Coordinate all initial energizations, re-energizations, shutdowns, and switching activities.
• Maintain an accurate energization schedule and identify upcoming activities, constraints, and required approvals.
• Review and approve energization requests, method-of-procedure documents, switching plans, and electrical safe-work plans.
• Verify equipment readiness before energization, including inspections, testing, labeling, housekeeping, access control, and documentation.
• Confirm completion of required QA/QC inspections, pre-functional checklists, test reports, and commissioning prerequisites.
• Establish and manage energized electrical work boundaries and controlled-access areas.
• Ensure energized equipment is properly labeled, barricaded, secured, and identified on current one-line diagrams.
• Maintain an up-to-date energized-equipment log showing system status, date energized, source, voltage, responsible party, and restrictions.
• Oversee the project lockout/tagout program and coordinate multi-trade or group LOTO activities.
• Verify that locks, tags, permits, and isolation points are properly installed, documented, audited, and removed.
• Conduct routine field audits of energized equipment, temporary power systems, electrical rooms, and LOTO installations.
• Lead pre-energization meetings and daily coordination meetings when energized work is planned.
• Coordinate with electrical contractors, commissioning agents, equipment vendors, utility representatives, owner operations teams, and the Authority Having Jurisdiction.
• Communicate changes in system status to all affected personnel and maintain clear shift-to-shift turnover records.
• Participate in incident investigations, near-miss reviews, and corrective-action development involving electrical energy.
• Stop or suspend energization or energized work when requirements, documentation, testing, or site conditions are unacceptable.
• Support safe turnover of electrical systems from construction control to commissioning and ultimately to the owner.
• Provide regular reports covering completed and upcoming energizations, open deficiencies, LOTO status, risks, and schedule impacts.

•  Extensive electrical construction, commissioning, or mission-critical experience
•  Strong working knowledge of electrical distribution systems, one-line diagrams,
• switching procedures, grounding, temporary power, and LOTO
•  Familiarity with NFPA 70E, OSHA electrical-safety requirements, NFPA 70, and
• applicable owner standards
•  Qualified-person electrical training appropriate to the assigned responsibilities
•  Strong coordination, documentation, communication, and field-leadership skills
•  Prior experience managing energization activities on large data center or mission-critical projects preferred
